“Fakta skal ha makta – Now what?”
A seminar on evidence and knowledge management in Norwegian humanitarian and development aid.
The seminar is initiated by the MERLiN Network, the Development Learning Lab (DLL) and Norad.
The seminar will include the official launch and presentation of the report “Impact evaluations in Norwegian development cooperation: Opportunities, challenges, and proposed actions” and a panel discussion where selected representatives from Norwegian NGOs engage in discussion with Director of Norad, Bård Vegar Solhjell.
The panel discussion aims to delve into the vital role of evidence in aid initiatives, exploring opportunities, challenges, barriers, and dilemmas Norwegian NGOs face when addressing Norad’s call for a more evidence-based aid. By sharing experiences, insights, and expertise in discussion with Bård Vegar Solhjell, we anticipate that the panel discussion will facilitate an exchange of knowledge, concerns, solutions and novel ideas that can help shape the future of Norwegian development cooperation.
The panel discussion will be chaired and moderated by Ottar Mæstad, Director of the Development Learning Lab. As a seminar closing, Norad’s Director of Knowledge, Håvard Mokleiv Nygård, will sum up our discussions and try to answer the overarching question of the day; “Fakta skal ha makta – Now what?”.

The MERLiN Network (Monitoring, Evaluation, Research, Learning in Norway) is an informal forum for civil society organisations based in Norway, working in the field of international development. The network primarily comprises organisational staff who are involved in monitoring, evaluation, research, and learning. The network is open to any organisation involved in international development programming and is not affiliated with any particular donor or institution beyond its member organisations. A task force, consisting of MERLiN members, developed the report “Impact evaluations in Norwegian development cooperation: Opportunities, challenges, and proposed actions”. A summary of this report will be presented at the seminar.
